Q: 上海投标保证金要交多少？什么情况下会被没收？
按《政府采购法实施条例》和《政府采购货物和服务招标投标管理办法》（财政部令第 87 号），投标保证金不得超过采购项目预算金额的 2%，履约保证金不得超过政府采购合同金额的 10%，且都应允许供应商以支票、汇票、本票或者金融机构、担保机构出具的保函等非现金形式提交。退还方面，未中标人的投标保证金应自中标通知书发出之日起 5 个工作日内退还，中标人的应自采购合同签订之日起 5 个工作日内退还或者转为履约保证金。供应商在投标有效期内撤销投标文件的，采购人可以不予退还投标保证金。

选聘和解聘物业服务企业属于业主共同决定事项。按《中华人民共和国民法典》第二百七十八条，应当由专有部分面积占比三分之二以上且人数占比三分之二以上的业主参与表决，并经参与表决专有部分面积过半数且参与表决人数过半数的业主同意。程序上，一般由业委会（或未成立时由居委会）拟定选聘或解聘方案、公示征求意见、将议题在业主大会会前公告，再召开业主大会表决；表决通过后通过公开招标等方式选聘新的物业服务企业，签订物业服务合同并在物业监管平台进行网签备案。
