Q: 上海小区维修资金使用方案怎么写才不会被退回？
维修资金使用方案要一次通过审核，关键是把六项要素写全：维修项目与范围、工程施工方式、工程预算及分摊明细、资金来源与分摊范围、施工单位产生方式、计划工期与验收安排。同时要按现行做法完成公示、组织业主表决，涉及审价的项目先做预算审价再签施工合同。上海《关于规范本市住宅维修资金管理的若干规定》明确，业主大会尚未成立的，由居民委员会将实施方案在物业管理区域内公示 7 天、征求相关业主意见并完善后，经业主表决通过再组织实施。

Q: 上海招标代理服务费怎么收？有没有统一标准？
招标代理服务费目前实行市场调节价——《招标代理服务收费管理暂行办法》（计价格〔2002〕1980 号）已于 2016 年 1 月 1 日废止，国家层面对收费标准和支付主体不再作强制规定；实践中各方仍普遍自愿参照该办法的"差额定率累进"方法作为协商基准。科博商务的执行口径为最低 5000 元/项，收费构成、服务内容与支付方式在委托合同中明确约定。

Q: 上海小区哪些项目能用维修资金？哪些不能用？
专项维修资金用于住宅共用部位、共用设施设备保修期满后的维修、更新和改造，比如屋面外墙渗漏、电梯、消防设施、水泵水箱、共用排水、外墙墙面及附属构件等。不能使用的典型情形有四类：属于物业日常养护范围的小修小补、业主专有部分（室内自家部位）、人为损坏的部分、仍在保修期（质保期）内应由建设单位负责的部分；此外，依法应由供水供电供气等专业经营单位承担的管线和设施设备维修养护费用，也不在维修资金列支范围。

Q: 听说2026年新规不能授权业委会批钱了，正在做的项目会不会有问题？
目前没有正式生效的 2026 新规 “直接取消业主大会对业委会的维修资金授权”；网传说法是对正在修订的法规草案误读。已经合法立项、正在实施的项目，不受影响，可以正常拨付尾款。

Q: 紧急维修可以直接开工吗？什么情况算紧急？
上海对危及房屋使用安全和业主人身财产安全的紧急情形，可先行维修、事后办理维修资金支取手续。常见情形包括：电梯等特种设备存在安全隐患经检测需立即维修、消防设施设备存在安全隐患、屋面外墙渗漏或存在坠落危险、供水供电等共有设施设备故障需抢修等，具体适用情形依据《上海市住宅物业管理规定》第七十三条列举执行。
