履约验收是政府采购结果管理的关键环节。依据《财政部关于进一步加强政府采购需求和履约验收管理的指导意见》（财库〔2016〕205 号），采购人应当依法组织验收，编制验收方案明确验收时间、方式、程序，成立验收小组按采购合同逐项确认技术、服务、安全标准的履约情况，出具验收书并由验收双方共同签署，验收结果应与资金支付和履约保证金返还条件挂钩。采购人和使用人分离的项目应当邀请实际使用人参与验收；技术复杂、社会影响较大的货物类项目可设置多重验收环节；服务类项目可对服务期内实施情况分期考核。
