投标被废标，绝大多数不是输在技术方案，而是输在实质性响应与形式合规——电子签章不合规或漏盖漏签、带"★"等标识的实质性参数没有逐条响应、资质与业绩材料放错章节或缺少验收证明、信用查询截图不符合要求、没有响应招标文件里的本地化条款，是上海投标中最常见的五类废标原因。

Q: 上海政府采购项目履约验收怎么做才合规？
履约验收是政府采购结果管理的关键环节。依据《财政部关于进一步加强政府采购需求和履约验收管理的指导意见》（财库〔2016〕205 号），采购人应当依法组织验收，编制验收方案明确验收时间、方式、程序，成立验收小组按采购合同逐项确认技术、服务、安全标准的履约情况，出具验收书并由验收双方共同签署，验收结果应与资金支付和履约保证金返还条件挂钩。采购人和使用人分离的项目应当邀请实际使用人参与验收；技术复杂、社会影响较大的货物类项目可设置多重验收环节；服务类项目可对服务期内实施情况分期考核。

业委会换届停摆或小区尚未成立业委会导致维修资金无法支付，不必等到诉讼阶段——2026 年 11 月 1 日起施行的新修改《上海市住宅物业管理规定》新增了物业治理委员会制度，符合条件但在规定时间内无法选举产生首届业委会或者未能完成换届改选的，由街镇及时组建物业治理委员会补位履职；也可以委托专业第三方服务机构，协助居委会、物治委完成材料补正、审核与资金划款，把逾期利息和诉讼风险挡在前面。
