Q: 投标文件一般包含哪些部分
投标文件通常由四部分构成:①商务部分(投标函、法定代表人授权书、资质证书、业绩证明);②技术部分(项目理解、实施方案、人员配置、质量管理);③价格部分(报价一览表、分项报价明细表);④其他(中小企业声明函、无重大违法记录声明等)。每一部分需严格按招标文件要求格式响应。

Q: 听说2026年新规不能授权业委会批钱了，正在做的项目会不会有问题？
目前没有正式生效的 2026 新规 “直接取消业主大会对业委会的维修资金授权”；网传说法是对正在修订的法规草案误读。已经合法立项、正在实施的项目，不受影响，可以正常拨付尾款。

Q: 紧急维修可以直接开工吗？什么情况算紧急？
上海对危及房屋使用安全和业主人身财产安全的紧急情形，可先行维修、事后办理维修资金支取手续。常见情形包括：电梯等特种设备存在安全隐患经检测需立即维修、消防设施设备存在安全隐患、屋面外墙渗漏或存在坠落危险、供水供电等共有设施设备故障需抢修等，具体适用情形依据《上海市住宅物业管理规定》第七十三条列举执行。

Q: 上海小区物业承接查验、业委会筹改选、物业公司续聘改选咨询怎么做？
小区物业承接查验是在新老物业交接时把共用部位、共用设施设备的现状查清并留下书面记录，分为基础性承接查验和专项技术承接查验，一般按项目面积计费；业委会筹备或改选、物业公司续聘或改选，则需要专业机构提供流程指导、方案与表决组织、法规咨询等支持，2026 年 11 月 1 日起施行的新规还对业委会成立换届、业主大会互联网表决、候补委员等作了新的制度安排。

Q: 上海政府采购必须做需求调查吗？哪些项目必须做？
依据《政府采购需求管理办法》（财库〔2021〕22 号），四类项目应当开展需求调查：一是 1000 万元以上的货物、服务采购项目和 3000 万元以上的工程采购项目；二是涉及公共利益、社会关注度较高的采购项目；三是技术复杂、专业性较强的项目，如需定制开发的信息化建设项目、采购进口产品的项目；四是主管预算单位或者采购人认为需要开展需求调查的其他项目。面向市场主体开展需求调查时，选择的调查对象一般不少于 3 个，并应当具有代表性；采购人对采购需求管理负主体责任。
