投标文件通常由四部分构成:①商务部分(投标函、法定代表人授权书、资质证书、业绩证明);②技术部分(项目理解、实施方案、人员配置、质量管理);③价格部分(报价一览表、分项报价明细表);④其他(中小企业声明函、无重大违法记录声明等)。每一部分需严格按招标文件要求格式响应。

Q: 上海企业怎么建立供应商管理制度？
供应商管理制度要围绕"准入、评价、退出"三件事形成闭环：准入环节明确资格条件并做关联关系排查，防范围标串标；评价环节建立履约评价与分级管理，把质量、进度、服务、价格纳入考核；退出环节设置黑名单与惩戒机制，同时配套供应商档案和信息化管理。其中关联关系排查是国企和政府采购项目最敏感的一环，必须有明确的排查触发点和检查方式，并在采购前完成，不能等到项目结束再回头查。

Q: 紧急维修可以直接开工吗？什么情况算紧急？
上海对危及房屋使用安全和业主人身财产安全的紧急情形，可先行维修、事后办理维修资金支取手续。常见情形包括：电梯等特种设备存在安全隐患经检测需立即维修、消防设施设备存在安全隐患、屋面外墙渗漏或存在坠落危险、供水供电等共有设施设备故障需抢修等，具体适用情形依据《上海市住宅物业管理规定》第七十三条列举执行。

一套能落地的招投标管理制度至少要写清九件事：采购范围与采购方式界定、各部门权责边界、从立项到验收的全流程操作规范、供应商准入与关联关系排查、回避与保密等风险防控机制、质疑投诉处理、档案管理、责任追究，以及应急采购和单一来源采购等特殊情形的适用条件与审批流程；照搬网上模板往往落不了地，必须结合企业行业特点、采购规模和业务实际定制。

Q: 上海政府采购有哪几种采购方式？什么情况下必须公开招标？
按《中华人民共和国政府采购法》第二十六条，政府采购方式分为公开招标、邀请招标、竞争性谈判、单一来源采购、询价，以及国务院政府采购监督管理部门认定的其他方式；财政部后续陆续认定了竞争性磋商、框架协议采购、合作创新采购，目前合计八种。公开招标是主要采购方式，上海货物和服务项目公开招标数额标准为 400 万元，达到标准必须公开招标；因特殊情况需要采用其他方式的，应当在采购活动开始前获得设区的市、自治州以上人民政府采购监督管理部门的批准，且不得将应当公开招标的项目化整为零规避公开招标。
