维修资金使用方案要一次通过审核，关键是把六项要素写全：维修项目与范围、工程施工方式、工程预算及分摊明细、资金来源与分摊范围、施工单位产生方式、计划工期与验收安排。同时要按现行做法完成公示、组织业主表决，涉及审价的项目先做预算审价再签施工合同。上海《关于规范本市住宅维修资金管理的若干规定》明确，业主大会尚未成立的，由居民委员会将实施方案在物业管理区域内公示 7 天、征求相关业主意见并完善后，经业主表决通过再组织实施。

Q: 上海单一来源采购怎么操作？适用条件和公示要求是什么？
单一来源采购只在法定情形下可用，依据《中华人民共和国政府采购法》第三十一条：一是只能从唯一供应商处采购；二是发生不可预见的紧急情况不能从其他供应商处采购；三是必须保证原有采购项目一致性或服务配套要求，需要继续从原供应商添购且添购资金总额不超过原合同采购金额 10%。达到公开招标数额标准的项目还须报同级财政部门批准，并在规定平台公示，公示期不得少于 5 个工作日，专业人员论证意见应为 3 人以上单数。
