按《上海市住宅物业管理规定》第七十三条，水泵水箱（池）故障影响正常使用、电梯故障经专业检测机构出具整改通知书要求停运、火灾自动报警与喷淋消火栓系统损坏经消防部门出具整改通知书、外墙墙面及建筑附属构件有脱落危险经鉴定机构出具证明、屋顶或外墙渗漏严重影响房屋使用经鉴定机构出具证明，这五类情形属于紧急情况，可以先采取应急防范措施并制定维修、更新方案推进，维修费用经具有相应资质的中介机构审价后，在专项维修资金中列支。

依据《行政事业单位内部控制规范（试行）》（财会〔2012〕21 号），政府采购业务控制的核心是"不相容岗位相互分离"：采购需求制定与内部审批、招标文件准备与复核、合同签订与验收、验收与保管等岗位必须分开，不能由一个人从头办到尾。同时要健全采购预算与计划管理、采购活动管理、验收管理、质疑投诉答复、记录控制等制度，并实现采购、资产管理、财会、内部审计、纪检监察等部门或岗位相互协调、相互制约。

Q: 上海小区业委会换届停摆或还没成立，维修资金付不出来怎么办？
业委会换届停摆或小区尚未成立业委会导致维修资金无法支付，不必等到诉讼阶段——2026 年 11 月 1 日起施行的新修改《上海市住宅物业管理规定》新增了物业治理委员会制度，符合条件但在规定时间内无法选举产生首届业委会或者未能完成换届改选的，由街镇及时组建物业治理委员会补位履职；也可以委托专业第三方服务机构，协助居委会、物治委完成材料补正、审核与资金划款，把逾期利息和诉讼风险挡在前面。
