上海业主可以通过随申办、"上海物业"微信小程序、上海公积金 APP 等官方渠道，查询所在小区和房屋专项维修资金的使用、余额等情况。按《上海市住宅物业管理规定》，业主委员会和受委托的物业服务企业应当至少每半年公布一次专项维修资金的收支情况，并通过上述渠道主动公开，保障业主的知情权和监督权。业主大会成立前维修资金由房管部门代管，成立后划转至业主大会专户管理。

使用建筑物及其附属设施的维修资金属于业主共同决定事项。按《中华人民共和国民法典》第二百七十八条，决定这类事项应当由专有部分面积占比三分之二以上且人数占比三分之二以上的业主参与表决，并经参与表决专有部分面积过半数且参与表决人数过半数的业主同意。需要特别区分的是：筹集维修资金、改建重建建筑物及附属设施、改变共有部分用途或者利用共有部分从事经营活动这三类事项，要经参与表决面积四分之三以上且人数四分之三以上同意；而属于水泵水箱、电梯、消防设施、外墙墙面脱落危险、屋顶外墙渗漏五类紧急维修情形的，可直接组织实施，无需召开业主大会表决。
