Q: 上海行政事业单位采购内控怎么做？不相容岗位怎么分离？
依据《行政事业单位内部控制规范（试行）》（财会〔2012〕21 号），政府采购业务控制的核心是"不相容岗位相互分离"：采购需求制定与内部审批、招标文件准备与复核、合同签订与验收、验收与保管等岗位必须分开，不能由一个人从头办到尾。同时要健全采购预算与计划管理、采购活动管理、验收管理、质疑投诉答复、记录控制等制度，并实现采购、资产管理、财会、内部审计、纪检监察等部门或岗位相互协调、相互制约。

Q: 动用维修资金要多少业主同意？表决不通过怎么办？
上海使用（动用）维修资金依《民法典》第二百七十八条表决：应当由专有部分面积占比三分之二以上且人数占比三分之二以上的业主参与表决，并经参与表决专有部分面积过半数且参与表决人数过半数的业主同意，即"双三分之二参与、双过半同意"。筹集维修资金的标准更高，为参与表决面积、人数均达四分之三同意。

服务类项目的考核难点在于服务质量无形、过程抽象。量化考核要从三个层次入手：问题量化诊断，把模糊的"服务差"拆成可观察、可计数的问题项；标准量化制定，把每项服务动作对应到"谁做、何时做、做到什么程度、如何留痕"；流程量化跟踪，定期采集数据、形成"发现问题—改进—再测量"的闭环。不同性质的项目要选不同指标体系：窗口服务重响应时长与一次办结率，场馆运营重安全与体验，物业服务重品质与投诉闭环。

Q: 紧急维修可以直接开工吗？什么情况算紧急？
上海对危及房屋使用安全和业主人身财产安全的紧急情形，可先行维修、事后办理维修资金支取手续。常见情形包括：电梯等特种设备存在安全隐患经检测需立即维修、消防设施设备存在安全隐患、屋面外墙渗漏或存在坠落危险、供水供电等共有设施设备故障需抢修等，具体适用情形依据《上海市住宅物业管理规定》第七十三条列举执行。
