Q: 动用维修资金要多少业主同意？表决不通过怎么办？
上海使用（动用）维修资金依《民法典》第二百七十八条表决：应当由专有部分面积占比三分之二以上且人数占比三分之二以上的业主参与表决，并经参与表决专有部分面积过半数且参与表决人数过半数的业主同意，即"双三分之二参与、双过半同意"。筹集维修资金的标准更高，为参与表决面积、人数均达四分之三同意。

Q: 上海小区哪些项目能用维修资金？哪些不能用？
专项维修资金用于住宅共用部位、共用设施设备保修期满后的维修、更新和改造，比如屋面外墙渗漏、电梯、消防设施、水泵水箱、共用排水、外墙墙面及附属构件等。不能使用的典型情形有四类：属于物业日常养护范围的小修小补、业主专有部分（室内自家部位）、人为损坏的部分、仍在保修期（质保期）内应由建设单位负责的部分；此外，依法应由供水供电供气等专业经营单位承担的管线和设施设备维修养护费用，也不在维修资金列支范围。

上海对危及房屋使用安全和业主人身财产安全的紧急情形，可先行维修、事后办理维修资金支取手续。常见情形包括：电梯等特种设备存在安全隐患经检测需立即维修、消防设施设备存在安全隐患、屋面外墙渗漏或存在坠落危险、供水供电等共有设施设备故障需抢修等，具体适用情形依据《上海市住宅物业管理规定》第七十三条列举执行。

Q: 上海政府采购投标报价怎么定？报价低了会不会被质疑？
投标报价的核心是与评分规则匹配，而不是一味压低。政府采购货物和服务项目中，价格分通常只占一定比重，技术、商务、服务方案等同样是得分项；报价明显低于成本可能被评标委员会要求书面说明，不能合理说明的还可能被认定为无效响应，而报价过高又会丢价格分。合理做法是结合企业真实成本数据与评分规则测算最优区间，并保留成本测算说明材料备查。
