参加政府采购的供应商应当满足《中华人民共和国政府采购法》第二十二条规定的条件，包括具有独立承担民事责任的能力、良好的商业信誉和健全的财务会计制度、履行合同所必需的设备和专业技术能力、依法缴纳税收和社会保障资金的良好记录、参加政府采购活动前三年内无重大违法记录等。特别需要提醒的是，上海已简化供应商资格审查：采购人或其委托的采购代理机构不得要求供应商提供财务状况报告、依法缴纳税收和社会保障资金的证明材料，供应商提交反映上述情况的书面声明函即可。资格性检查不合格的，投标将被认定为无效。

上海对危及房屋使用安全和业主人身财产安全的紧急情形，可先行维修、事后办理维修资金支取手续。常见情形包括：电梯等特种设备存在安全隐患经检测需立即维修、消防设施设备存在安全隐患、屋面外墙渗漏或存在坠落危险、供水供电等共有设施设备故障需抢修等，具体适用情形依据《上海市住宅物业管理规定》第七十三条列举执行。

Q: 上海政府采购项目履约验收怎么做才合规？
履约验收是政府采购结果管理的关键环节。依据《财政部关于进一步加强政府采购需求和履约验收管理的指导意见》（财库〔2016〕205 号），采购人应当依法组织验收，编制验收方案明确验收时间、方式、程序，成立验收小组按采购合同逐项确认技术、服务、安全标准的履约情况，出具验收书并由验收双方共同签署，验收结果应与资金支付和履约保证金返还条件挂钩。采购人和使用人分离的项目应当邀请实际使用人参与验收；技术复杂、社会影响较大的货物类项目可设置多重验收环节；服务类项目可对服务期内实施情况分期考核。
