专项维修资金用于住宅共用部位、共用设施设备保修期满后的维修、更新和改造，比如屋面外墙渗漏、电梯、消防设施、水泵水箱、共用排水、外墙墙面及附属构件等。不能使用的典型情形有四类：属于物业日常养护范围的小修小补、业主专有部分（室内自家部位）、人为损坏的部分、仍在保修期（质保期）内应由建设单位负责的部分；此外，依法应由供水供电供气等专业经营单位承担的管线和设施设备维修养护费用，也不在维修资金列支范围。

按《上海市住宅物业管理规定》第七十三条，水泵水箱（池）故障影响正常使用、电梯故障经专业检测机构出具整改通知书要求停运、火灾自动报警与喷淋消火栓系统损坏经消防部门出具整改通知书、外墙墙面及建筑附属构件有脱落危险经鉴定机构出具证明、屋顶或外墙渗漏严重影响房屋使用经鉴定机构出具证明，这五类情形属于紧急情况，可以先采取应急防范措施并制定维修、更新方案推进，维修费用经具有相应资质的中介机构审价后，在专项维修资金中列支。

上海业主可以通过随申办、"上海物业"微信小程序、上海公积金 APP 等官方渠道，查询所在小区和房屋专项维修资金的使用、余额等情况。按《上海市住宅物业管理规定》，业主委员会和受委托的物业服务企业应当至少每半年公布一次专项维修资金的收支情况，并通过上述渠道主动公开，保障业主的知情权和监督权。业主大会成立前维修资金由房管部门代管，成立后划转至业主大会专户管理。
