Q: 上海老旧小区电梯更新改造，维修资金怎么用？能申请哪些补贴？
上海老旧住宅电梯更新、改造、修理的资金通常是"三条腿"拼起来的：专项维修资金（含公共收益补充部分）、业主按面积或楼层分摊、政策资金。政策资金方面，使用年限 15 年以上的老旧电梯更新已纳入超长期特别国债支持范围，按楼层数给予梯度补贴；对实施了电梯更新但专项维修资金不足的，业主本人及其配偶、本人父母、子女还可以提取住房公积金账户余额，用于支付业主实际承担的电梯更新分摊自筹部分。电梯更新属于改建建筑物附属设施，还须按《中华人民共和国民法典》第二百七十八条走业主表决程序。

Q: 上海小区业委会换届停摆或还没成立，维修资金付不出来怎么办？
业委会换届停摆或小区尚未成立业委会导致维修资金无法支付，不必等到诉讼阶段——2026 年 11 月 1 日起施行的新修改《上海市住宅物业管理规定》新增了物业治理委员会制度，符合条件但在规定时间内无法选举产生首届业委会或者未能完成换届改选的，由街镇及时组建物业治理委员会补位履职；也可以委托专业第三方服务机构，协助居委会、物治委完成材料补正、审核与资金划款，把逾期利息和诉讼风险挡在前面。

Q: 上海电子招投标有哪些操作要点？电子签章和CA要注意什么？
上海政府采购项目普遍要求使用数字证书（CA）进行电子签章，纸质盖章扫描件通常无效。操作上要盯住四件事：CA 证书在有效期内且绑定的企业信息与投标主体一致；全篇关键页（封面、报价页、技术页、承诺函页）逐页签章；按平台要求的顺序上传并按规则加密；在规定时间内完成解密。电子评标系统会对形式合规做筛查，签章不合规是形式性废标的高发点，必须在递交前逐页自查。

Q: 上海国企招标和政府采购有什么区别？分别适用什么规则？
两者最大的区别在法律适用范围：政府采购适用《中华人民共和国政府采购法》及其实施条例，采购人主要是国家机关、事业单位和团体组织，资金具有财政性，必须执行集中采购目录、采购限额标准、信息公开、质疑投诉、中小企业政策等强制性要求；国企采购属于企业自主经营范畴，不直接适用《政府采购法》，主要受《中华人民共和国招标投标法》及其实施条例、国资监管要求和内部制度约束——依法必须招标的项目达到规模标准仍须招标，其余可自主确定采购方式，但必须制度留痕、廉洁合规。

一套能落地的招投标管理制度至少要写清九件事：采购范围与采购方式界定、各部门权责边界、从立项到验收的全流程操作规范、供应商准入与关联关系排查、回避与保密等风险防控机制、质疑投诉处理、档案管理、责任追究，以及应急采购和单一来源采购等特殊情形的适用条件与审批流程；照搬网上模板往往落不了地，必须结合企业行业特点、采购规模和业务实际定制。
