Q: 上海政府采购投标报价怎么定？报价低了会不会被质疑？
投标报价的核心是与评分规则匹配，而不是一味压低。政府采购货物和服务项目中，价格分通常只占一定比重，技术、商务、服务方案等同样是得分项；报价明显低于成本可能被评标委员会要求书面说明，不能合理说明的还可能被认定为无效响应，而报价过高又会丢价格分。合理做法是结合企业真实成本数据与评分规则测算最优区间，并保留成本测算说明材料备查。
